Continuum has played a pivotal role in shaping and delivering the programme, providing expert development management services from early concept through to pre-delivery. Key contributions include:
Leading the development of a compliant Green Book business case and associated financial model to underpin the funding strategy
Supporting Chorley Council through a competitive bidding process, securing grant approval in 2023/24 following Round 3 validation
Driving project progress through RIBA Stages 2–3, developing concept designs and spatial coordination strategies
Leading the appointment of the design team, formulating robust delivery and planning frameworks
Coordinating demolition activity and enabling works to support programme timelines
Advising on funding strategy and supporting applications for both the Levelling Up Fund and Brownfield Land Release Fund
Managing stakeholder engagement and governance, liaising with senior council officers, elected members and partners

Outputs
Continuum’s strategic leadership has enabled Chorley Council to unlock substantial funding and develop a suite of deliverable, community-led regeneration projects. Confirmed outcomes to date include:
£21.75 million in secured public and council funding
A new civic square featuring:
31 residential apartments, 7,500 sq ft of commercial space, 9,000 sq ft of office accommodation, public event space, green infrastructure and new parking provision
Bengal Street development delivering:
62 eco-friendly homes (52 apartments and 10 townhouses), landscaped gardens and 72 parking spaces
Union Street refurbishment to provide:
20,000 sq ft of modern commercial space, space for a proposed Health Hub, Strong community support, with 70% public approval in consultation
Construction across the programme is scheduled to begin in late 2025
