In November 2023, Trebbi Continuum was appointed by South Ribble Borough Council (SRBC) to provide programme management support across a series of major projects within the Leyland Town Deal. The £38 million project aims to create a high-quality central heart for Leyland, enhancing connectivity through strategic infrastructure investments and delivering a mix of residential, commercial, office, and public realm improvements.

Phase 1 of the project includes demolition, land remediation, and the construction of 22 high-quality residential homes with associated car parking. Phase 2 focuses on delivering 1,196m² of office space and a skills hub, 560m² of commercial space, 16 apartments, refurbishment of the existing market hall, and public realm and infrastructure improvements.

Early into the appointment, Continuum identified significant commercial and technical challenges that threatened project viability. Key issues included third-party land and building acquisitions which had not been secured at the business case stage, resulting in inflated acquisition costs, and an initial funding business case based on assumptions rather than firm data.

Services Provided

Continuum applied its expertise to deliver comprehensive programme and strategic development management services, including:

  • Leading the development and implementation of a new acquisitions strategy to reduce the acquisitions budget and de-risk the project.

  • Re-aligning the business case with accurate commercial inputs and compiling a new financial model to ensure project viability and deliverability.

  • Managing the demolition of the Iddons Factory and acquisition of required land and buildings.

  • Coordinating a deliverable masterplan development with key stakeholders.

  • Providing ongoing programme management including regular funding updates and reporting to the Council’s Strategic Management Team, politicians, and Board through reports, dashboards, and presentations.

  • Offering advice on CIL/S106 contributions and affordable housing policies.

  • Supporting the procurement process including developing procurement strategies, compiling tender documents, evaluating tender returns, and appointing preferred contractors.

  • Assisting with securing Homes England funding by compiling a robust financial model to support the application.

  • Providing support to identify and deliver temporary accommodation solutions for market traders during redevelopment.

Outputs

Continuum’s involvement resulted in the successful development and implementation of a revised acquisitions strategy, significantly reducing the budget required and mitigating previous commercial risks. This ensured the project was viable and deliverable within the funding parameters initially outlined.

Key outputs include:

  • Appointment of a contractor for Phase 1, with works scheduled to commence in December 2024.

  • Receipt and evaluation of tenders for Phase 2, with anticipated site start in February 2025.

  • A robust financial model supporting funding applications, including a successful Homes England bid.

  • Delivery of a comprehensive and deliverable masterplan aligned with Council objectives.

  • Ongoing effective communication with stakeholders, ensuring transparency and confidence in project delivery.
