Continuum has been appointed by Stafford Borough Council to support the delivery of one of the most ambitious regeneration schemes in the Midlands, underpinned by £22 million of government funding. The project is focused on transforming the heart of Stafford Town Centre through the demolition and redevelopment of key strategic sites, including the Guildhall Shopping Centre and the former Co-op department store.

The Council has proactively acquired these vacant and underperforming assets, creating over 4 acres of prime redevelopment opportunity. The regeneration programme will introduce a bold mix of residential, retail, civic, education, leisure, and cultural uses, revitalising the high street, enhancing connectivity, and securing long-term economic vitality for the town.

Services Provided

Continuum has provided end-to-end development management support, working in close collaboration with Stafford Borough Council and key stakeholders. Key services include:

  • Supporting the Council in successfully acquiring key town centre sites, including the Guildhall Shopping Centre and the former Co-op

  • Working with MHCLG on grant assurance and programme delivery, protecting the £22m government investment

  • Managing the planning application processes and securing permissions for partial demolitions

  • Overseeing the procurement and management of demolition contractors for both strategic sites

  • Leading engagement with senior Council Officers, Members, and government departments to ensure effective governance and reporting

  • Promoting the development opportunity to the market, including for events such as UKREiiF

  • Preparing the ground for future private-sector delivery partners, ensuring the sites are investor-ready

  • Aligning all programme elements with the Council’s vision to deliver long-term transformation and community benefit

Outputs

Continuum’s involvement has been pivotal in unlocking development potential and de-risking delivery. Tangible outcomes to date include:

  • Successful acquisition of two underutilised, strategically located town centre sites

  • Planning permission secured and demolition works underway for the Guildhall Shopping Centre and former Co-op department store

  • Creation of two cleared development platforms totalling 4 acres, ready for investor engagement by the end of 2025

  • Development opportunity positioned for mixed-use regeneration including homes, commercial space, education, leisure, and community facilities

  • Strengthened Council capacity and governance, enabling confident decision-making and long-term asset stewardship

  • Raised investor awareness and market visibility of Stafford’s regeneration opportunities through targeted promotion and public-private collaboration
